The line should be slack almost all the time. Its job is to prevent the puppy from getting into danger or disappearing, not to guide their movement.
For recall work, the line is invaluable: it means you can practice recall in an open environment without the risk of the puppy ignoring you and running off. But resist the temptation to use it to reel the puppy in when they don't respond. Instead, turn away, crouch down, make yourself interesting, and let the puppy choose to come to you. A recall that happens because the puppy wants to come is worth ten that happen because they were pulled.
As the puppy's recall becomes reliable on the line, begin dropping the line on the ground and letting them drag it — they feel the same weight and connection, but you're no longer holding it. This is the bridge between line work and off-lead work, and it's one of the most effective transitions in puppy training.
